Title: Agriculture/ Food Security Support Project for Eritrea Country: Eritrea Staff: Dr. Zeremariam Fre (Executive Director) Summary:Agriculture/ Food Security Support Project for Eritrea focused mainly on improving agricultural production and productivity with the overall objective of increasing food availability for small farm holders and pastoralists in the main agricultural regions of Eritrea. The team of three international experts including Dr. Zeremariam Fre PENHA director worked April-June 2009 in the "Formulation of the Agriculture/ Food Security Support Project for the State of Eritrea (Phase I) to be financed under European Development Fund-DF10". Dr. Zeremariam Fre was food security expert within the team in preparing the formulation report for the programme, as well as related documents to be submitted to the Quality Support Group (QSG) and subsequently approved for EDF10 financing. The experts assessed the relevance of the proposed project to address the problems identified and also analysed the feasibility of the project, the potential sustainability of the project results and made recommendations for the project implementation. They assisted the Ministry of Agriculture in Eritrea and the EC by preparing a formulation report, as well as Draft Action Fiche and Technical and Administrative Provisions as required by the EC. Title: The impact of increased food prices on rural urban relationships; the case of Eastern Sudan (commissioned by IIED & UNFPA) Country: Sudan (Eastern Sudan) Staff: Dr. Zeremariam Fre, Mr. Hiroshi Kuwata (Programme Officer for Sudan) Summary:In October 2008, Dr. Zeremariam Fre and Hiroshi Kuwata conducted IIED and UNFPA commissioned research work on food security and price issues in Sudan with help from Sudanese researcher Dr. Mirghani Ibnoaf. The research is based on a literature review, field visits to local communities, and interviews with regional officials, NGOs, and UN agencies. The paper intends to provide some indicators of the negative or positive impacts of food price increases worldwide and nationwide, and on the livelihoods of poor communities in Sudan and in Eastern Sudan in particular. As a case study, the paper observes urban - rural socio-economic interactions which poor communities depend on in their daily life and its impact on food security and price determination. Our research reveals the implications of food price increases particularly in staples such as sorghum for the urban and rural poor, and wheat for urban dwellers. The underlying causes for the current local grain price rises have more to do with internal distribution systems, accessibility and policy issues than external factors such as increases in international food prices. This report concludes with the view that there are a number of opportunities to enhance local food security by putting in place rural-urban inclusive policies which should include: more investment in improving local market infrastructure, revitalising the private sector, introducing better product processing technologies for domestic production and exports. |
